Meta’s customer budget cap: the two manual options

Meta’s old budget cap is gone. Its current guide explains customer exclusions and a two ad set setup, with important targeting and spending-limit details.

Meta’s Existing Customer Budget Cap is no longer available. Its current Business Help Center guide describes two ways to recreate the intended targeting structure manually: exclude existing customers, or use two ad sets with a spending limit on the existing customer group.

For Shopify merchants reviewing acquisition spend before Black Friday, this is a reason to inspect the audience controls actually saved in the campaign. It is not evidence that every account has overspent on returning buyers. The guide does not give a removal date, so this should not be read as a change announced today.

Option one: exclude your existing customer audience

Meta’s workflow starts with a new campaign and Campaign budget as the budget strategy. Under Audience, open Show more controls in Controls and add a Custom audience exclusion covering the people you consider existing customers. Meta says you can select a saved audience or create one in Ads Manager; applicable ad account settings are applied automatically.

The distinction matters: the documented control is an exclusion. An audience supplied as a suggestion is not the same instruction. Before launch, check the selected audience and what it represents for your store.

Option two: split the campaign into two ad sets

For a campaign that can also reach returning customers, Meta describes a two ad set structure using Campaign budget. The first ad set targets existing customers and has a Daily maximum or Lifetime maximum under Ad set spending limits. The guide allows a percentage or a dollar amount: percentages scale with the budget, while dollar limits remain static.

Meta says it will aim to spend no more than the limit and will likely spend less. Do not present that wording as a guarantee of an exact spending split.

In the first ad set’s Audience settings, the guide says to select Further limit the reach of your ads, choose Switch setup, include the existing customer custom audiences and uncheck Use as a suggestion. It then instructs advertisers to duplicate the ad set and exclude those customers from the second ad set.

One detail is easy to miss: Meta’s documented recipe says to use the same creative in both ad sets. Advice to differentiate creative by audience is a separate testing strategy, not the exact setup described on this help page. Check the second ad set’s saved audience and budget settings before publishing the new campaign.

Review the audience as well as the budget

Our editorial recommendation is to record which customer definition each audience uses, who maintains it and when it was last checked. Compare new and returning customer results alongside overall return on ad spend. A targeting structure alone does not demonstrate additional sales or profit.

Meta also offers an older Meta for Business video on acquiring new customers. It provides background; the current written Help Center workflow is the source for the steps above. We checked the official video’s publisher and description, rather than treating an older video as proof of today’s interface.

ℹ️
Check the saved exclusion and targeting controls, not just the audience name. Meta’s split-budget instructions explicitly say to uncheck Use as a suggestion for the existing customer ad set.
