Shopify return-shipping tax changes on 23 October: check manual workarounds
Shopify will calculate tax on eligible US return-shipping fees from 23 October. Check which returns qualify and avoid double counting.
Shopify will start calculating tax on eligible return-shipping fees on 23 October 2026. The change covers orders shipped to US addresses when a merchant uses Shopify Tax or Tax Platform. If your team currently adds this tax through a manual process, review that process before the change to avoid collecting it twice.
Shopify announced the update on 25 September. It says the return screen will show estimated tax when a return is created, record the final amount when it is processed, and carry the amount into tax reports.
Which returns are covered?
The return-rules documentation sets out the boundaries. The fee must be taxable in the destination jurisdiction. Existing shipping-tax settings continue to apply.
| Situation | What the documentation says |
|---|---|
| US-address order, Shopify Tax or Tax Platform, taxable fee | Automatic calculation starts 23 October |
| Order shipped outside the US | Outside this calculation update |
| Manual Tax or Basic Tax | Not covered by this feature |
| Tax-exempt order | Return-shipping tax is not calculated |
| Restocking fee | This feature does not calculate tax on it |
Those are software-feature boundaries, not a determination that an excluded fee is legally tax-free. The update describes what Shopify calculates; it does not replace a merchant’s assessment of its tax obligations.
Find the workaround before it becomes a duplicate
Our suggested preparation is a short review with the person who owns returns and the person who reconciles them:
- Identify any spreadsheet, app rule or manual adjustment that adds tax to a return-shipping charge.
- Record where that amount reaches the customer refund and the accounting export.
- Agree which step should change once Shopify supplies the amount, then check the first applicable return after 23 October.
- Compare the return record and report with the expected treatment before repeating the process at scale.
For example, if an operator adds a manual tax adjustment and an integration also imports Shopify’s calculated amount, the same charge could be counted twice. That is the kind of workflow to investigate; it is not a reason to turn off shipping tax across the store.
Shopify says merchants without a manual workaround do not need to take action for this update. Keep this review separate from deciding how long customers have to return an item: our return-window overrides guide covers that policy setting.
